![]() The State of Indiana's response to state and federal-level disasters is managed by the Indiana Department of Homeland Security in the State Emergency Operations Center. ![]() Given an emergency of extraordinary scale, these events may be formally declared a disaster by the Governor of Indiana and by the President of the United States. Events of this nature may require the support of adjoining jurisdictions including cities, counties, the State of Indiana, adjoining states, and federal resources. Occasionally, these events reach a magnitude that is beyond the response capability of local or county-level resources. Routinely public safety personnel and emergency managers respond to natural, technological, or civil emergencies throughout Muncie and Delaware County. The EOC is utilized regularly for training purposes and non-emergency meetings.ĮMA Staff providing Incident Management Support for a missing child A 14x5' display wall allows the display of up to 6 different video or computer feeds from a variety of sources including laptops, broadcast TV, and video conferencing, or one source can be stretched across all 6 screens. The EOC has full video teleconference capabilities to allow individuals to remotely attend meetings. During large-scale incidents or emergencies, this room is the "command center" where representatives of first responder agencies, governmental department heads, elected officials, and representatives from the private sector such as utility companies come together to better communicate and handle the situation. The Emergency Operations Center provides a meeting space that is used for a variety of uses. The EOC, when activated is a central location where representatives of local government and private sector agencies convene during disaster situations to make decisions, set priorities and coordinate resources for response and recovery. It is responsible for the County's All-Hazard Comprehensive Emergency Plan and coordinates the activities for the County's Emergency Operations Center (EOC). The Delaware County Homeland Security and Emergency Management Agencyis responsible for the development, implementation, and management of county-wide disaster prevention, preparedness, response, recovery, and mitigation.
